England Player in international limbo

With the under 21 euro coming up we can put out a strong team. But a lot of them wont want to go because they are in senior team despite not playing, this is international limbo.

in the last two year Ross Barkley has only started once in the under 21s and has been use a sub sometimes in senior.
Phil Jones is the same can, play for under 21 but wont and he doesn't start for England.

Who else is in limbo and has no future for England, if they do then England future is bleak.
