Anyone know about microbore pipes and radiators

Had a company in to move a radiator and they were due to tun a new pipe from the main feed. They have now done the work and said they have fed the new pipe straight off one of the other radiators as we had laminate flooring he isn't allowed to take up!

We previously had a radiator fed off another and the 2nd one never got warm. We think this is because the pipes are microbore? so the heat all got lost before reaching radiator 2?

Once we had a new pipe put in for the 2nd radiator the problem was fixed.

I am going to refuse to pay but they will probably try and wriggle out of it so I would like anyone who has more of a DIY brain than me to let me know if I'm right.

(The quote was for a new pipe and someone came out to inspect before they quoted so I don't really see how they have a leg to stand on)
