Repairing and painting windows

I am crap at DIY.
I want to paint my window frames on the inside which is a job I can manage but some need repairs at the bottom where condensation has worn the paint away and the wood is a bit flaky so I want to apply putty to build it up. The wood is not rotten but splintering a bit in places.
I have read that I should apply an undercoat to this area before placing putty but others have said there is no need to.
Any DIY experts or painters etc able to advise on best way?
I need to do it myself as I need to know how to do it!
