Agree with PP.

Old style terracing actually was fairly dangerous even without fencing and criminal 'policing'.

There must be a safe, modern way though and I think modern football needs it in the UK (as long as it doesn't encourage a hooligan/ultra element).

I'm not sure that removing seats could increase the 'hooligan' element.
Its different times, different society, different ticket prices!

...rail seats operate on a ratio of 1 seated fan to 1.8 standing fans (2 for some clubs in Germany). However, from this pic there does seem to be considerably more leg room per row as it has to allow for two rows of people to stand, so if they installed it you may well reduce current capacity if seated (i.e. Champions League) but increase it when there is standing?

It must be worth a try in Scottish football especially Celtic's league games. They've all but mathematically won the next couple of season's league titles so i can't see any sort of large crowd making it an issue.
