true, he might have wanted Aguero in any case, and he'd have had to take (at least) one hit to fund the 4m upgrade from Rashford (say Salah to 9m mid, or Sanchez to Richarlison)
in such case his team with Rashford+Sanchez Aguero+Richarlison-4p would have yielded a comparable score to the one he got with WC
but he wouldn't have had his team equipped with Trippier Mendy BSilva Kane Lukaku for next fixtures, to just name the most relevant changes
As I posted earlier, almost 6% of Fiso Leaguers played WC in GW2 anyway
you might disagree it's the best moment to play it in general, but of course it depends on each one's team
Regardless it was the right time for him to play it (his overahul seems to have set up a pretty better team than in GW1, well poised for upcoming weeks)
or he might have benefited waiting a few GWs yet ( ),
he looks to be one of those who used it better in Fiso and got the most points out of it on the GW (double than SportBilly for instance, sorry SB)

So, whether it was good or bad strategy is nothing more than one's opinion, and it certainly wasn't bad play as he looks to have managed it optimally as a start
To be verified in next GWs how much he'll suffer for having chosen to ditch Salah & Mané in the trade
