Lots of institutions use health and safety as a convenient cover for the real reason as they know the general public will always swallow it without exception. Real reason is often fear of litigation or just laziness.

There are better targets than poor Old Phil.
I would guess the person responsible for kick starting this campaign probably smugly rode their bicycle home from work, with headphones on, listening to some tripe like Little Mix, One Direction, or Olly Murs and not realising the irony.

Improve coaching, don't ban tackling right up to the age of 18. It would kill the game off completely.

Touch rugby is a huge sport in Australia and New Zealand and hasn't done them any harm. It certainly hasn't killed the game off there.

Well Cricket, Swimming and Rugby League are popular as well - they've not killed the game off either. Different sports are able to co-exist.

They're not trying to ban Rugby Union in Schools in Australia and New Zealand though.

Not being banned in UK either.
Touch rugby is still rugby and teaches awareness, speed. passing. It teaches kids to exploit and also to defend gaps in defence. They can learn to tackle later

Banned in schools though (effectively) which is much the same thing for most kids.

Touch is a very different game. You'd pick up maybe 20% of the skills needed to play RU.
RL is a lot closer to Union than touch is and there aren't many people who can make a successful transition.
Schools are the breeding ground for rugby players, Stop playing union in Schools and it will kill the game.

'They can learn to tackle later' - The proposal is to ban tackling in School Rugby until the age of 18. People are playing senior club rugby and even international rugby at that age. Its far too late to learn one of the most fundamental skills of the game.

Ok...banning tackling until 18 is a step too far. I thought it was only until they were 14 or so which I would fully support. This is only a proposal so can be amended.
Very few state schools play rugby anyway and I'm not sure any change would be applicable to public schools
