I find it hard to believe that in this day and age, with so much planning and analysis in football, that Premier League clubs can’t plan ahead for the simple issue of who will take a penalty.
Surely all you need to do before a match is list your first, second and third choice takers depending on who is on the pitch at the time, maybe specify if a player on a hat-trick would be allowed to take one, and in the case of anything unforeseen, give the captain the final call. It’s not rocket surgery

It’s understood/given who the penalty taker is.
anything else is players going off piste and wanting to be the hero/steal the limelight.
