Hoolahan assist query

I understand assists can take up to 48 hours to be added but I was wondering whether Hoolahan will get the 3 points as it was his shot that was handballed by a Wolves player and he wasn't 'fouled' for the penalty.
The game rules aren't clear on this -

Penalties/Free Kicks:
If a penalty is awarded and converted we will award an assist to the player who was fouled to earn the penalty. However, if the player who was fouled is also the penalty scorer we will not award an assist. If a penalty is missed, but the resulting parry from the goalkeeper is converted the assist is awarded to the penalty taker. Assists are not awarded to a player who earns a free kick from which a goal is scored. For FA Cup games, no points are scored by fantasy players for penalty shootouts.

Any help appreciated.

He doesn't get it. There have been a few this season and none of them have got an assist. Has to actually be a foul on the player.
