Seems to be there now at

https://fantasyfootball.skysports.com/home

Main changes at first glance are two fpl style wildcards and the ability to choose captains in advance for the whole week.

Some of the FAQ

Captain

Your captain will score double points - positive and negative

Managing Your Team
Picking your Sky Sports Fantasy Football team is quick and easy and best of all it’s free!
You can use any of the following formations:
4-3-3 (1 x GK, 4 x DEF, 3 x MID, 3 x STR)
4-4-2 (1 x GK, 4 x DEF, 4 x MID, 2 x STR)
4-5-1 (1 x GK, 4 x DEF, 5 x MID, 1 x STR)
3-5-2 (1 x GK, 3 x DEF, 5 x MID, 2 x STR)
5-3-2 (1 x GK, 5 x DEF, 3 x MID, 2 x STR)
3-4-3 (1 x GK, 3 x DEF, 4 x MID, 3 x STR)
Pick 11 players keeping within the £100m budget. There is no quota for players from the same club. You will be able to make unlimited team changes up to the Match Day deadline of the first Premier League match on Saturday 12th August, allowing you to keep your friends guessing and the opportunity to through a last minute curve ball!
Once you've picked your team you'll be automatically assigned a captain based on your most expensive player.
If you’re having trouble deciding on players, remember you can create two teams in Sky Sports Fantasy Football with a third team available in January.
Captain Changes
The captain of your team will score double points – positive and negative. This season we are giving you the ability to schedule all of your captains for the next game week in advance. This means managers can make unlimited captain changes in a Game Week.
For example:
You can choose all your captains for the upcoming game week’s match days. If in that week, there are three games; Saturday, Tuesday and Thursday then you will be able to pick your captains for each match day in advance. You are able to make changes to your captains as many times as you like, right up to the deadline of each match day.
If a captain change is made after a Match Day deadline, your original captain will score points for the current Match Day. Your new captain will carry over and start scoring from the next Match Day.
For example, if your captain is Harry Kane and you transfer him out for Sergio Aguero after the Match Day deadline on Saturday, Harry Kane will remain your captain on Saturday and continue to score points for your team. Sergio Aguero will then replace Harry Kane as your captain on Sunday.
Transfers
Once the season has started, you will have a total of 40 transfers available during the season, with a maximum of 5 transfers each Game Week, with the Game Week running from Friday to Thursday.
In order to be eligible for scoring, transfers must be made before the Match Day deadline, which is kick-off of the first match that day. Transfers made after the Match Day deadline will start scoring from the next Match Day.
For example:
If you transfer in Wayne Rooney before the Match Day deadline on Saturday, he will be eligible to score points immediately.
However, if you transfer in Wayne Rooney after the Match Day deadline on Saturday, he will be eligible to score points from Sunday's matches, with the transferred out player continuing to score points for your team on the Saturday.
A full team history of all your captains and transfers for each Game Week will be available at the bottom of the My Team screen.
Overhaul
For 2017/18 we have introduced our new Overhaul feature. You will be able to take advantage of Overhaul twice this season; once in September and the other taking place in February. During these weeks, you will be able to make an unlimited amount of transfers but must remain within the budget of £100 million. These transfers will not come out of your 40-player transfer limit.
Game Week
Throughout the 2017/18 season, the Sky Sports Fantasy Football Game Weeks will run from Friday to Thursday. Make sure that you’ve made your changes and scheduled your captains by each match day deadline.

Free Leagues
Free Leagues in Sky Sports Fantasy Football are the perfect way to play against your friends, to find out who is the best manager.
Once again in Sky Sports Fantasy Football, managers when creating a Free League with their friends will be able to select the duration from monthly, half season and full season.
Our step-by-step guide also gives managers the ability to create monthly Leagues in advance for the season by choosing the month the League will start.
Prize Leagues
Fancy some extra competition with something at stake? Set up your own Prize League for the season with friends, family and colleagues and choose the entry fee for league members to form your prize pot. This is a FREE service and we will hold the prize pot for the duration of the season and pay out 100% of the funds in winnings, in the prize structure you decide. Entry money and any prize winnings go in and out of your Sky Bet account.
When creating a new Prize League you have the following options:
Entry Fee: £2, £5, £10 or £20 per person.
Prize Structure: Winner takes all or tiered prizes.
League chairmen will be prompted to create a password for the Prize League which is included on all league invites in addition to the League PIN. Members choosing to join the League will be asked to deposit the required entry fee into their Sky Bet account if the entry fee exceeds their balance.
Entries for Prize League will be closed at 23:59 on September 30th 2017, second half leagues entries will close on Wednesday 28th February 2018. Any entries into a Prize League up until this time will carry their total season points into the Prize League and continue to score from when the Prize League is joined.
Sky Sports Leagues
Throughout the season, there will be a number of Sky Sports Leagues available to join, for the chance to go head-to-head with Sky Sports presenters, pundits and other Fantasy Football managers.
Supporter Leagues
You will automatically be entered into your Supporters League to play against other fans after confirming the club you support in the team selection process.
Pip the Pundit
Fancy yourself a bit of a football guru? Well, now you can test yourself with our new Pip the Pundit. This allows you to add our Sky Sports pundits to your private leagues meaning you can track your performance against not only friends, but also the likes of Jeff Stelling and Paul Merson.
Head to Head
New to the 2017/18 season, Head to Head will allow you to challenge a friend from one of your private leagues over the period of one gameweek. Compete for bragging rights against your friend or up the stake and place money on the outcome too.
Whoever has the most points at the end of the gameweek the challenge is running for will take the glory. If there has been money placed on the outcome through the game then full amount of any prize pot will go to the winner of your head to head and Sky Sports Fantasy Football will not take any fee for handling the transaction.
Prizes
We have some great prizes to be won this season, including the first prize of £50,000 cash. There will also be weekly and monthly prizes available to win. For a full breakdown of prizes, go to the Prizes page.
Knockout Cup
The Knockout Cup will be back for the 2017/18 season. Can the current holder Helen Petherbridge successfully defend the cup?
All teams in the game before the deadline will automatically be entered into the Knockout Cup and be eligible to win the prize.
The Knockout Cup will randomly pair a managers’ team with another managers’ team in a head to head and the team that scores the most points in the Game Week will progress to the next round.
More information including the start date and round details will follow soon.
Ask Merson
Ask Merson is our new in game feature that has been designed to help and assist you, keeping you up to date with any new features and news. He will constantly be flagging any new injuries or suspension concerns but more than that Merson will also give you helpful reminders to change your captain and of upcoming competitions in the game.

Please let the site be better than that godawful pile of crap from last season. Worst FF site I've ever encountered. I like the new captains rule but if the site is that bad again then there's no way I'm entering.

This is interesting:

Second Chance League

Awarded to the highest scoring manager at the end of the 2017/18 season. Teams entered between 00:01 on 18th August to 23:59 on 29th September are eligible:
Prize: £10,000 cash

Does this mean then that you should hold one team back until the 18th August?

Could it be a typo? Seems bizarre to give more money for this than finishing 2nd overall + most of the other second-rate competitions have £1000 cash prize.

So the first big call of the season will be Lacazette or Sanchez as captain for the Friday night football.

Oh wait - we get two teams so no dilemma there :)

I'd guess it must be right, if disproportionately generous. At least, not £1,000, as I supposedly won £2,000 for the late risers league last time (haven't seen any prize money yet - has anyone??) How that happened I don't know, as I hadn't thought of entering at all until they wrote about the late risers after week 1. With such a big prize to attract attention from the more competent players, I doubt anyone entering as an afterthought will be winning this time!

Am I right in saying that with the wild card no one is playing to use any subs before week 3?

Not played this game before but I guess most transfers will be to swap the captain after he has played on a Saturday to gain an extra captain on sunday

"The first Overhaul period will be for the whole of game week 4 and up until the first kick off of game week 5."
Does this mean that overhaul transfers start scoring from gameweek 5 onwards? Or in gameweek 4?

Thanks.

Gameweek 4 is the international break so basically after the first three weeks you get to start from scratch and pick a whole new XI
