The current one needs to be archived and we can start again. I've had a look at the new handbook, nicked some of murf's quick guide and summarised below.
Standard Charges and Suspensions for Red Cards:
- Spitting at an Opponent = 6 Matches
- Serious Foul Play -or- Violent Conduct = 3 Matches
- Use of offensive, or insulting or abusive language = 2 Matches
- Denying an obvious goal scoring opportunity by deliberately handling the ball, or by a free kick or penalty kick = 1 Match
- Receiving a Second Caution in a Match = 1 Match
All suspensions start immediately including those for red cards
and accumulation of yellow cards.
All red card suspensions are increased by 1 further game if it is a second red within the same season, or by two extra games if it is a third red etc.
If a red card is given for two yellow cards in one game, these do
not count for accumulation of yellows purposes.
If a yellow card precedes a straight red card (i.e. not two yellows), then the yelllow
does count for accumulation.
5 Yellow Cards - If a Player receives 5 cautions
between the first day of the season and 31st December they will be
suspended for a period of 1 match. If a Player receives their 5th caution
after the 31st December they will be warned as to their future conduct and no suspension shall be imposed.
10 Yellow Cards - If a Player receives 10 cautions
between the first day of the season and the second Sunday in April they will be
suspended for a period of 2 matches. If a Player receives a 10th caution after the second Sunday in April they will be severely censured and warned as to their future conduct and no suspension shall be imposed.
15 Yellow Cards - If a Player receives 15 cautions playing
between the first and last day of the season they will be
suspended for a period of 3 matches.
20+ Yellow Cards - If a Player is cautioned 20 times between the first and last day of the season they will be charged with
continuing misconduct. For every 5 cautions they receive thereafter they will be charged with continuing misconduct
Eligible Matches = Premiership, FA Cup, Carling Cup (basically all first team competitive, non-European games). This applies to both when they get the cards and when they are banned.

I'm expecting the 5/10/15 yellow cards thread to fall into disuse as result but I'm open to views on that.
