That list is simply everyone's headstart score taken from their 09/10 score. This is:

+0.1 per point over 2000 that you scored last season
and then:
+10 if you ended last year's Div Champs in Div 3
+20 if you ended last year's Div Champs in Div 2
+30 if you ended last year's Div Champs in Div 1

Divisions will be created (sometime next week when I have more time) based on your qualifying score = (Headstart) + (first 3 weeks' points this season).
