Had Swindon's Anthony McNamee all season, played in most games, but now being relegated to the bench, as no assists or goals all season.

Time to give up on him? I remember his cameo performances at Watford, but not seeming to cut it even down a division.

Suggested replacements?

The replacement depends on if you have more than the £1.1m spare.

I guess you want to be looking at midfielders who play in good, attacking sides and are ever present so far.
My thoughts would be:

Andy Monkhouse (Hartlepool) 1.2m looks good.
Andy King (Leicester) 1.3m is going along steadily.
Sam Baldock (MK Dons) 1.6m you should already have but if not you'll need to squeeze an extra .1 out of the side
Tommy Rowe (Stockport) 1.3m not yet peaked, should be a good points scorer, takes corners and free kicks
Danny Whitaker as Bloggie suggests could do a job too.

Check all re: injuries before any final decisions of course.
