To my knowledge (please correct me if I've got this wrong) the original rule was that you couldn't recruit someone with a higher score than the one that was leaving as this would allow teams to climb the overall 5AS games tables by recruiting a ringer or two. This was because that game (which hasn't really run for a few years) was based on overall league scores.
However there's no reason (I can think of) why that game (main 5AS) can't just work on scores (inc transfer penalties) that are scored each week rather than looking at the current totals of the current members. In other words squads' contributions to their team are only those for when they were a member of that team.
I think it was done the way it was done for admin reasons - the admin only have to tot up the current overall scores of the team members as-at-now rather than worry about how long each member had been in the team. It can easily be done differently now as the week by week data is collected now for the H2H and could easily be adapted to run a overall league based 5AS. I was thinking of doing that anyway and am using the same principle for the qualifying stages of the 5AS Champs League.
That aside though I'm not really sure what rules apply as they have changed over the years - be that officially or unofficially - but the last I was aware of was that a new member couldn't be any higher up the teams league than the person they were replacing.
Using that as a base seems fair but no one wants to see a team unable to recruit or be too restricted. As they are "Cheeky Monkeys" why not numpty FLB as well - recruit someone with a score less than Gigg11's (~100 more) and then re-recruit FLB again - no "rules" would be broken
